I know this is 11mo too late, but it looks like the second number is what happens in the second stage of a lift.  This speeds up printing by breaking each lift into 2 stages, the first is slow as to not damage the FEP and precisely set the model for the next layer to be made, and the second stage moved the print more quickly above the resin line.  This setting is intended to speed up the printing process.  https://fis.cbd-3d.com/chitubox/chitubox/public/cms/article/tsmc-1-en.gif
