I've have printed tubular structures like this with out the closure with 1.8.1  so does seem like a bug.

One suggestion: Try tipping the tube at an angle 
Oh and ensure there is a vent(s) at the top (near the build plate) to allow air into the tube (else it act like a plunger and sucks holes in the part BTDT)
